As Elon Musk, CEO of SpaceX and Tesla, famously put it, “AI is likely to be either the best or worst thing to happen to humanity” (as cited in Time Magazine, 2025). His concerns often lean towards the “worst” if AI development proceeds without robust ethical safeguards, particularly in autonomous weapons. The thought of machines making life-or-death decisions on the battlefield, absent human empathy or the capacity for moral reasoning, sends shivers down spines – and rightly so. The philosophical debate here centers on the very definition of war crimes and who would be held accountable for atrocities committed by a machine acting autonomously.
